Black people cannot be racist

A senior advisor to the Mayor of London, Ken Livingstone, Lee Jasper earned £120,000 per year in his role as the Mayor's policy Director for Policing and Equalities until he resigned under a cloud in 2008.

On 9 January 2012, he said this on Twitter:

"Lesson no 1. Black people in the UK cannot be racist. Racism requires power plus prejudice We do not have the power to discriminate en masse."

I wonder if Lee would argue that white folks in South Africa and Zimbabwe can't be racist? Doubt it. I wonder if he'd argue that Nelson Mandela et al CAN be racist. Doubt it even more.
